The proposal made by French President Emmanuel Macron during a speech on developments in French deterrence, and its possible extension to the European level, is, to say the least, badly perceived by France's partners, whether European or transatlantic. On the occasion of the Munich security conference, several voices were clearly raised against this project, and its implications.
Beyond Germany, which has already made it known that the transatlantic security link could not suffer from the slightest gash, it is obviously in Washington that the French proposal was the most badly received. Not only is it interpreted as an attempt to move away and to achieve greater independence vis-ร -vis the United States, but also as a rapprochement with Moscow, and Beijing. Or at least it is presented thus by the American press. The latest statements by the French president, concerning a European sphere of influence in the Mediterranean or in the link with Russia, are also interpreted as a breach of the ban, much more threatening than the acquisition of S-400 systems by Ankara.
